I believe you are correct but market should respond soon. We need the professionals, HPU, on site.
Cokal made the classic mistake of cherry picking parts of contract that they think they can do cheaper. In this case clear & grub.
So contactor raises their price on remaining parts. And makes clams against owner for late or inadequate preparation.
One would have thought that Cokal would have taught themselves a lesson on the roads, bridges and culverts fiasco.
It will all sort itself out over time.
