The blackout periods don't reference family and friends, however the general rules on insider trading pretty much rules out family and friends as well. If you have a friend inside the company and they tell you it's a great idea to buy/sell during a trading blackout, then if you trade it, you're putting yourself and the friend at a lot of risk - just don't.
