Despite the cheaper coal from Russia, China is only modestly able to increase its imports of Russian coal due to logistical issues. Monthly increase of 22% took coal imports from 5 million tones per month last year to 6.12 million tones this month. Thats a small 13 million ton per year increase on the some 330 million tons of thermal China imported in 2021.

"Arrivals of Indonesian coal, mostly cheap and low-quality thermal coal with heating value below 3,800 kcal, were 9.6 million tonnes in June, down from 12.4 million tonnes in May and down 43.5% from a year ago, customs data showed."

Decline in cheaper coal quality means an increased focus on eliminating smog and increasing efficiency. Still, Indonesian coal is in high demand.
