The aborigines are best helped by letting them climb the ladder themselves. We can't push anyone up the ladder.
There is no point sending cleaners and painters to fix 'their' houses while they are surrounded by rubbish they won't clean up. This is because the houses aren't theirs, there is no pride of ownership or achievement. Who is proud of a hire car?
