General Motors have been waiting for government support since Q1 and it is progressively evolving or is still in the application phase. Makes sense why Joe Biden was so supportive of GM earlier in the year while he ignored Tesla. The US government is trying to help its auto industry and GM is a likely candidate for loans assistance of which will be used for raw material supply chain requirements. Hence Sam is aware of this GM / Government partnership and is keeping his lips tight until GM sources it's Federal funding.
As was highlighted on the Electric Viking forum, GM stands for "Government Money".
