SA has a relatively low population and a large land area. Demands on the budget are intense and the tax base is low. State governments do not have the luxury of printing their own currency so have to live within their means [broadly speaking], though they can borrow.
No doubt NRZ will be welcome as a tax contributor, which explains the [new] Minister's bending over backwards approach. If a Labor politician 'crosses the floor' or even abstains in a vote s/he is immediately expelled from the party. It is puzzling, therefore, that a Minister can go against party policy without sanction.
