Sorry but that's a ridiculous assumption IMO. What would you have them say otherwise? It's clear that these issues were/are present and they are reporting on them honestly. There may well be delays but to comment that 'this is a build up to excuses' is nothing more than speculation. If you read what the report actually says - it's essentially that they're on schedule despite some setbacks.

If you'd like to imply some negative connotations/implications to that then at least provide some rationale behind your belief as to the negative news that isn't actually stated in the report. Thanks
