Projects like this IMHO have a chance of less than 10 percent to ever get up. The market knows this. And the market knows that there will be issues with the timeline, issues with capex, issues with energy and utility cost, issues with projected revenue as well as technical issues during start-up.
Which explains the relation between the expected NPV and market cap. And which explains, that no board of directors can guarantee you success.
