I agree, as a moderate leftie (I admit it) it is a sensible proposition, but one more in line with socialism, as its socialising the cost and responsibility of managing fuel supplies, than with right wing (non-tipper) personal responsibility and free-market economics.
the old system was originally Gov owned, as were the coal mines and electricity production, until privatisation.
