China's graphite flake output decreased 16.8% YoY in Jun and their inventory levels have decreased by 95%. We also know from the Qtrly report Chinese anode production has doubled at the same time and the rate of increase isn't going to slow down anytime soon.
This means their mines can't keep up with the rate of growth. All graphite required to increase anode production needs to be imported as well as to restock their inventory to help them through winter. The level of inventory also needs to double to keep up with production.
