If you're referring to KOTRA, there simply a Govt Dept of Korea. Their purpose is to introduce buyers to sellers and vice versa. In Aus, we have the Chamber of Commerce. They do exactly the same thing. Other countries will have an identical Govt Dept. Anyone can signup if you have a product, you wish to buy or sell. Can be anything from magic beans to packets of instant water.
