Exactly consumers will pay under the ETS as distinct from taxpayers will pay under the Liberals proposal. Remember many consumers are not also taxpayers. Under the ETS the more you consume the more you will pay, under the Libs proposal every taxpayer gets hit the same and consumers don't so there is no encouragement to reduce your individual consumption of energy. IMO the ETS wins hands down though both are pretty useless. Dave R.
