    I don't think that is correct zzedzz.
    IMO you will find that the compensation is a flat payment to all consumers based on the average increase.
    Therefore low energy use consumers will be overcompensated (rewarded) for low energy use, typical consumers will break even, and high energy consumers will be undercompensated (penalized) for high energy use.

    The compensation may also be means tested complicating that arrangement but even so the incentive to reduce energy use remains, unlike the coalition plan which has no incentive just more direct tax.
