You are right that compared to the cash per share, it does seem a raging buy. But that said, this is extremely illiquid and you wouldn't want to be forced to sell.
The risk with this stock (IMO) is that with no dividends being paid, what is it really worth? Perhaps it is just be a vehicle to line the pockets of executives (who are the biggest shareholders) via renumeration etc.
It is true the underlying value of the company may be higher than $1.02/share. I just averaged in recently but with the intention of holding for the longer term with the expectation that they will pay out some dividends one of these years.
