yes it is the Jan contract. It is standard to quote the +5 month contract. It is called the benchmark contract for that reason.
You do raise a good question about WHY this is considered the standard measure, and why for example we don't look at Sept contract or +1 Month.
I confess I don't know the answer to this. It has always been the standard to look at the +5 month forward contract for the DCE.
