Like all countries, what China can't or don't choose to make themselves, they import from those that can and do. This is already the case for most of the chips that China uses, so if WBT chooses not to engage directly with Chinese manufacturers, I don't see this limiting uptake. Given the current massive expansion of chip manufacturing in the west, it seems completely unnecessary.
I do seem to remember mention, about 2 or 3 years back, of WBT exploring opportunities in China. However, this was quietly dropped. I'm not sure why, but I thought at the time that it was probably due to concerns over IP protection (I know I was concerned about it). They may also have been worried about the worsening geopolitical situation with China, in light of the potential national security significance of their technology, and also because it could exacerbate the IP protection issue.
