When I mentioned trouble to the sth, I meant southern end of the Phillo's.
But I think its just a matter of negotiation. Hence the noise from Palawan.
And yes I have been there, definately the wild west, I liked it. If the Philo govt was smart they'ed invest in tourism there to pump the economy. Increases tax revenues and keeps Palawan happy.
Trouble is the whole country needs infrastructure. And what better revenue to use than Oil.
