The guarantees do have an effect on deposits though. An increase in deposits allows for less reliance on external funding to fund the loans - should there be a wish to increase them. The main banks were able to increase their loan book size when deposits started to flood them after funds were shifted from non guaranteed sources (many) to guaranteed sources (few). However i agree with Gtsman's view.
