With some basic economic reforms the Cuban government can get loans from various groups like the world bank or IMF or even the US. Cuba has a lot to gain from reforms to open up development to build up economic resilience. Energy and agriculture are the life blood of any nation if one fails it causes massive ripple effects in any economy.

What we have so far found is transforming to the country as it could equate to 30-50% of local needs for 10-20 years. The Cuban government probably understands the impact this would have given current issues.
