Who knows, maybe AP and Sonagal could get a sweet deal in oil production with Cuba. For example, they could offer to do the bulk of work like pipelines etc in lieu of tax free period of x years?! If Cuba is so broke, it could work out with all parties?!
They could get started asap on block 9 with its provable oil reserves instead of waiting on Zapato? There could be spare oil wells waiting around now?
Of course, this is all pure conjectureIMO.
