Not sure if it's all a big game, or simply the Chinese using their leverage when they have it.

I mean, if I was in their position I'd probably do the same. If I was the only source of funding for a project, instead of supplying that funding to another party I'd wait until the owner of the project couldn't progress it any further and be waiting in the wings for the relevant Government to re-assign the project to me directly.

Why settle for part ownership of the project when you can have the whole lot?
