GM's engine plant is there as well. ( per my post way back when ) And has just undergone a refit and long term funding commitment by GM.
So it was more a case of the jurisdictional access. the ' Somewhere's on the St. Lawrence ' comments , and logistical proximity's to most of the EV producing locations PLUS the N.Y sponsored extremely low cost of electric power concessions given within a 30 kilometer distance from the Hyrdo facility.
Something to that effect anyway , as I would have to revisit my file and post on that from way back. Buffalo has a great rail HUB as well .
