I personally know the owner of Maybe Sammy and he is currently having to pay dishwasher operators over 60$ an hour due to resourcing insufficiencies.
Your 4th point about restaurants not in the city isn't really relevant. Go refer to DW8's customer slides (on the demand side) which clearly shows a lot of their on-premise customers are city based restaurants/operators.
