It doesn’t change the fact that Obliging JRL holders to pay for shares in the spin off, losing value out of JRL, is a value bias in favour of the non JRL holders who apply and are allotted shares in the spin off. The capital funding requirements of the spin off is another matter that should be addressed separately.
