Well, first of all, I think you just plucked the usd 1bn capex out of thin air. SHP capex is usd620M. I dont think that you even bother reading SHP anns. And as for mining cost comparison, with 4.35Mtpa BHP's capex is usd5.7bn. SHP's capex $620M for 1Mtpa output. BHP's capex is more than double SHP's on per Mt basis.
