Try subdividing a suburban block in Australia if you want to experience a bureaucratic nightmare.
Then multiply that level of bureaucracy by a googol and you'll have some idea of the amount of red tape involved in what Silex is about to do. 20 years for a working plant would be the equivalent of subdividing a suburban block with the snap of a finger.
