This isn't about 2 people! This is about creating societal norms where those who don't follow the advice need to be publicly shamed.
You know there would have been a time when covering your genitals in public became a societal norm that was eventually codified into law. The same should go for masks, it's just rude not to wear a mask and it creates a lot of anxiety for me when people don't follow the rules.
