It may not be illegal, but , I my view, the difference is that an average holder is not allowed to simultaneously have a sell and buy order, not to say that he/she would be allowed to run an algorithm allowing him/her to execute millions of trades per day for a cost of a single trade. If it is not illegal, why can't we all have it?
