IMO the DOE understands that ARR has access to a significant resource, so they've decided to fund a trial on the cores from ARR to determine the most cost effective method of extraction of RE. Spending $500k now may save them $m's in the future.
DOE needs the resource, ARR has the resource, build a bridge guys and make it happen, one bridge coming up.
