The POTUS has absolute authority to declassify absolutely anything ... a power which predates any paperwork processes to do so.

He could literally stand over a box of documents, verbally say "these are now declassified in their entirety" and they are instantly reclassified.

Do you really think he didn't do as much before taking them?
