Would change it quite dramatically honestly.
Highly unlikely though of course you would imagine for various reasons. Can't see why an exploration PEPR would be approved without the intention of approving a mining one for starters. There are always ways to mitigate the affects on the environment and that is what this is all about - reducing/mitigation/alternatives etc
