You're right cash but... no one really cares if their profit barely increases. If they make an extra 50 million in revenue no one will care if they're still struggling to make 10 mill profit.
Personally their value is in their capability for me and I do view them as undervalued however, despite their efforts to reinvest, if they can't turn a profit and their P/E ratio doesn't decline, then it doesn't come as a shock to me that their SP looks like shit.
