They would look at previous experience trading with leverage, position sizes & frequency of trades to determine if he’s suitable for that type of account and fully understand the risks involved.

Income & assets also play a part.

There’s a knowledge test on how the markets work in particular when using leverage.

No doubt plenty of people will be margin called and positions closed even if it jumps substantially on open at 90% margin requirement when only 20% was required pre trading halt.
