Keep your eyes on the prize. What is BLM stalling to decide? NOT whether to allow mining. ONLY to allow drilling and filling. In the (increasingly unlikely) event they approve of the drilling plan without major modifications, the amount of water needed is minimal and can be trucked in from private sellers with unregulated wells if the one they drilled too close to Cofer Springs is not reopened. If you agree with the ranchers and Native Americans that BLM's drilling decision should consider mining as a foreseeable consequence, then you can talk about water. But BLM decisions on drilling always say that permission to drill and fill is not an endorsement of eventual mining operations.
