You are right revenue from operations in 2H was $24 m. So still up on 1H. EBITDA margin still fell sharply.
Yes they reduced debt (and bought equipment).
Competition for labour may be a continuing problem rather than a one off.
Pentium Water seems to be a loss leader designed to identify future work rather than earn a return. This year will be a better guide to whether the planned diversification will produce a payoff for shareholders.
