withholding tax for foreign residents

I am once again relocating overseas with work and due to new tax laws need to ensure that I am classified as a foreign resident. This means I need to pay a withholding tax on my shares.

It isnt clear to me who i need to notify and how i go about it. Any advice/information is greatly appreciated
