they either switch off boilers or they don't.... and it takes around an hour to get a tu8rbine spinning again after being shut down - others would know more about this than I do, so I hope that someone will correct me.

but, dear zippety do-da, you don't seem to understand steam driven turbines at all.

Q. How does a stream loco run faster?
A. Feed in more coal fuel to the boiler furnace to increase steam pressure.

Q. How do you slow down a steam loco?
A. Reduce the steam pressure via a relief valve and feed less coal fuel.

Thermal Power Stations are similar.
