    I have never said "builders should be protected" by legislation.
    That's you're confused take on my comment.

    My comment was - and read it slowly - In a rapidly rising cost of materials world, fixed price contracts are crazy.
    Builders should be protected by using cost plus contracts."


    Perhaps I should of said could, rather than should.
    And it is up to the builders to ensure this happens.
    But in a price competitive world ... it won't happen.
