clouds.....as condensed water.....are very good at absorbing solar energy in the infrared range.....they just happen to do so at an altitude where it is not easily transferred to lower levels
water vapour at ground level.....aka humidity......is where you feel water's heat-absorbing properties the most
the whole "water" vs CO2 argument misses the fact that water and CO2 absorb radiation in different frequency ranges
so increase in either will result in more infrared energy being retained
