    Or they received the draft words in the Gazettal, IVZ lawyers read it and didn’t like it cause it wasn’t rock solid so they asked for it to be changed. Now back with Govt lawyers to revise wording, get sign off on new wording and release.

    Most likely scenario though is they gazetted the new license area to IVN instead of IVZ
