I doubt it. :) Apart from the legal issues that made PB give up on Chinchilla in the first place, I don't think UCG is likely to be used in the Galilee any time soon due to it being a recharge zone for the Great Artesian Basin. Politically and environmentally it's too hot to touch.
Besides, Palmer has nearly 10 billion tons of coal right there, I'm sure he'll be looking at a sequestration-friendly coal plant if he wants to build it himself, but I'd say the most likely candidate will be a natural gas-fired power station, since there is already a pipeline up there feeding the current Barcaldine power station.
