Except the last 2 times Tesla hired a "high volume recruiter," they did so in Berlin and Austin.
Both those locations now have a gigafactory.
So if Tesla actually hired a high-volume recruiter in Quebec, there will be a gigafactory there. My guess is somewhere within an hour's distance from Montreal.
