The political winds are clearing shifting, which I suspect is thanks to backlash from the regional electorates, international trading partners and the wider mining industry as a response to the recent tax grab, I mean royalties.
Also if as you say the Water Minister has little power, why would he go against the decision made by the more powerful Resources Minister? Wouldn't that be putting egg on his senior minister's face?
