Really I read it as they need a long term extension approved before a significant farm in or contract can be signed. It’s a huge deal and everything takes time. Why would anyone buy in when a lease is almost up? It’s probably a condition in the contract.
if they get the extension be ready for a announcement of signed seal and delivered.
