Not emotional, just making sure I read the ann correctly. When it states "has now decided to apply for a new longer term licence, based on the facts that the current licence has little time left to do any meaningful work or to attract a farminee", they are referring to PEL 37.
Nothing has changed with PEL 87 in this ann, other than it now becomes the "key focus".
I believe it rather important to understand which comments within the ann refer to PEL 37 and which to PEL 87.
