The qubit in the 12CQ was prepared and measured by HEMTs, yes. All that has been figured out with European collaborators and reported to the market in great detail.
Nothing was said about IBM getting involved other than the use of qiskit software in the early stages to try out programming theoretical qubits ...if memory serves.
