The thing to remember with TAR is when news hits it will trade between 40-100 million shares on the day I assume ... any positive Govt announcement will be a FOMO event of significant proportions ... so trade away but be wary.
Personally I expect 4c is not the real resistance as there's a gap to 4.4c. The real resistance in my view is around 5c. Insiders have been buying to there less than 12 months ago (and up to 6c).
But I do trade a few myself every now and then to reduce my cost ... however I also buy more when it's obvious a break-out is about to occur so I purchased more at 3.2/3.3 recently.
Good luck with your decision. One way to look at this is to ask yourself ... currently - is the stock most likely (overall) to be "risk-on" or "risk-off". That should answer your question.
