That might be a necessary condition for funding, but it's not sufficient. An engaged, active, and competent management team is also required. The current BoD may have made announcements regarding EoIs for funding, but I have very little faith the the current BoD can convert the interest into reality and actually get money on the table. I think GW has a better chance of getting this project funded, especially with quality funding, and with the funding, into production.
