you won't get funding without a DFS. the DFS is a very accurate costs associated with the build of the plant normally within 5%. To get to this stage the detailed design of the plant is complete / near complete (85% complete most cases). you will need the design mature enough to order long lead items in this climate especially with 1-2 yr leaf times therefore would need to be >85%
