So basically one person, the hotel owner, has retired the debt of the town by forfeiting payment owed for his room by the prostitute.

So to be true the the story the US government should be allowing the "prostitutes" to carry out their business for free.

Substitute "banksters" for Prostitutes... and we could have a winning description of the US government right there.
